BRC has Signed a Memorandum of Understanding with the Ministry of Refugee and Repatriation, Afghanistan
Afghanistan ranks among the leading countries producing the highest number of refugees and returnees worldwide. The Soviet invasion of Afghanistan in 1979 and subsequent waves of internal conflicts and violence forced nearly 5 million Afghans to remain forcibly displaced outside Afghanistan. Likewise, each year hundreds of thousands of Afghans are forcibly returned to their country. Established in 1990, the Ministry of Refugee and Repatriation (MoRR) is the highest authority and responsible institution for addressing complexities and challenges associated with refugees and returnees in the country.
To uphold a strong collaboration and cooperation in the areas of migration studies, the BILIM Organization for Social Studies (BRC) has developed a cordial relationship with the ministry. In this context, to secure a strong legal framework to implement the Horizon Europe GAPs project in Afghanistan, BILIM signed a Memorandum of Understanding (MOU) with the MoRR on 18 July 2023. Both parties recognize the importance of studying post-return experience and aspirations of returnees in Afghanistan.
This MoU contains 15 articles that span the effectiveness, impact, and relevance of the GAPs project in Afghanistan. The MoU includes a detailed description of the project's planned activities, implementation plan, coordination and support required by the ministry and other relevant organizations, and reporting mechanism between both parties.
